NHS Airedale, Wharfedale and Craven CCG is committed to meeting the statutory requirements of the Freedom of Information (FOI) Act and has adopted the Information Commissioners Office’s (ICO) model Publication Scheme. The CCG will produce information as it becomes available in line with the ICOs Definition Document for Health Bodies in England.

As a newly formed public sector organisation, the CCG is currently developing a lot of its information and will publish it as it becomes available. What is a Publication Scheme?

The aim of a publication scheme is to foster openness in government and increase transparency of what we do, what we spend, our priorities, decisions and policies.   A secondary aim is to improve public access to the information we hold, making it easier for you to find and obtain the information you require without having to make a written request.

The Freedom of Information Act imposes a duty on every public body to produce and regularly maintain a publication scheme.  Publication schemes are structured collections of information released routinely, organised into classes of information which make it easier for you to find the information you require. The Environmental Information Regulations gives a similar right of access to environmental information.

The Information Commissioner has produced a series of approved model publication schemes for various types of public body.  Each model publication scheme specifies the classes of information to be included and how that information is made available, whether free of charge or on payment of a fee.

We have adopted the health sector model publication scheme.  Our publication scheme contains seven classes of information. It is possible that some classes will hold very few documents either because we do not hold any information for that class, or the information is exempted from disclosure, the information has been archived or is inaccessible or it is impractical to prepare the information for routine release.

As a newly formed organisation, NHS Airedale, Wharfedale and Craven CCG is currently expanding our publication scheme and adding new documents to our classes of information all the time.

We aim to actively publish as much information as we can, where this information has a public interest and is not exempt from disclosure.  We will monitor our publication scheme regularly to ensure it is meeting our obligations and our aims.  We therefore encourage you to use our publication scheme and website and we hope you will find the information you require.

Nearly all the information listed in our Publication Scheme can be read and downloaded free of charge.  If you do not have access to the Internet, a printed copy of this Publication Scheme can be sent to you free of charge.  In some cases a fee may be levied, such as if you require multiple copies of a document or you have requested the information in a certain format.  Please follow the link for more information on when we may charge you a fee.

In exceptional cases certain information will be made available for viewing only.  In such cases an appointment can be made.  There may be charges involved for this service where special arrangements have to be made.

Information contained within this Publication Scheme (or supplied in response to a written request) will be available in the language in which it is held.  However if required we will translate any information on this site (or supplied in response to a written request) where NHS Airedale, Wharfedale and Craven CCG is legally required to do so.  We will also comply with all disability and discrimination legislation and on request make our information available in other formats as required by law.

NHS Airedale, Wharfedale and Craven CCG is committed to meeting its statutory requirements under the Freedom of Information Act and Environmental Information Regulations and aims to make as much information as possible freely available on demand.  One of the ways in which this is done is through our Publication Scheme.

Publication Scheme Classes of Information

The Information Commissioner has identified seven classes of information which should be published by public bodies in the health sector.  These classes help to describe our organisation, our role, priorities and governance, and how we account for our expenditure. These classes are listed below.

We are not required to create information which is not required for the running of our CCG.  There may be instances where some information will not be included in our Publication Scheme such as :

  • Where we do not hold that information.
  • Where disclosure of information is exempted under the Freedom of Information Act, excepted by the Environmental Information Regulations or prevented by other laws such as the Data Protection Act 1998..
  • Notes or information which is still in draft form.
  • Emails and other correspondence.
  • Actions and decisions related to individuals.
  • Information which has been archived and no longer easily accessible.
  • Information which is old or has been superseded.
  • Where it would be impractical to prepare the information for routine release.

The following classes will contain as much information as we can provide:

Who we are and what we do
This class encompasses organisational information such as structure, locations and governance.  It includes information on the legal status of NHS Airedale, Wharfedale and Craven CCG and how to contact us.

What we spend and how we spend it
This class contains financial information on projected and actual income, budgets and expenditure, procurement, tendering and contracts.  It also includes information on financial audits of NHS Airedale, Wharfedale and Craven CCG, accounts for the current and last 3 years and details of allowances and expenses which board members and staff can claim.

What are our priorities and how are we doing
This class details our strategy and plans and our main priorities as well as how we are performing against our plans and objectives. It also includes details of our audits, inspections and reviews.
 
How we make decisions
This class contains information on our consultation and decision–making process, as well recording our decisions, and proposals.  This class only includes formal high-level meetings where key decisions about our services are made and will not include any information of a confidential or personal nature.


Our policies and procedures
This class contains our current written policies, procedures and protocols which guide the delivery of our services.  It includes information such as codes of practice, memoranda of understanding and our standards of service and complaints procedure.  Also included are our policies on equality and diversity, health and safety, information governance, record retention and data protection.

List and registers
This class includes a range of lists which we are obliged to maintain by law as well as those lists which we maintain in conducting our operations.

In this class you can find advice and news about the services we provide, such as booklets, leaflets and news releases.
